Sharp Is Pleading With US Firms to Help It Out
High winds, heavy rain to batter California through the weekend
SACRAMENTO (Reuters) - Heavy rain and winds of up to 80 miles per hour were forecast in California's mountain and coastal regions when a storm rolls through the U.S. West Coast this weekend, prompting warnings of mud flows and flooding.
High wind advisories were issued for Northern and Central California, and transportation officials warned against campers and trailers crossing bridges, including San Francisco's Golden Gate Bridge.
"Meteorologists tell us the storm system is 'rapidly evolving' and that it will be extremely wet the next several days," Mark Ghilarducci, Secretary of the California Emergency Management Agency, said in a statement.
Parts of California could receive up to 14 inches of rain, officials said, adding that the extreme weather was likely to cause mud and debris flows in some areas of Butte, Plumas, and Shasta counties.
Emergency officials also warned of possible power outages.

Predicting material fatigue: Polymer composites: luminescent zinc oxide tetrapod filler makes inner damage visible
ScienceDaily (Nov. 29, 2012) ? Detection of material failure is a difficult task for engineers, because cracks inside a material block can hardly be identified from the outside. However, early detection can prevent fatal disasters such as the world's deadliest high-speed train accident in 1998 near Eschede, Germany, caused by failure of a metal wheel. It is even more difficult to detect material failure in composite materials. A German research team has now developed a new concept to design so-called self-reporting composite materials.
The concept utilizes zinc oxide tetrapod crystals as a filler material for composites which at the same time reveals material failure by a visual signal under UV light. The new concept may solve many engineering problems as numerous fields from vehicle construction to medical engineering are actively seeking new composite materials for high-strain applications. The scientists of Kiel University, University of Erlangen-Nuremberg and Technical University Munich (TUM) have published their results in the current issue of the journal Advanced Materials.
"The luminescent features of zinc oxide tetrapod crystals are well established. According to our work hypothesis, these characteristics showed pronounced variations under a mechanical load, and we realised that it could help to detect internal damages of composite materials," says Dr. Yogendra Mishra of Kiel University's Technical Faculty. In one experiment, the scientists added zinc oxide tetrapod shaped crystals to a silicone (polydimethylsiloxane) polymer and tested its general properties. They found that the resulting composite material is on the one hand stronger than silicon and on the other hand emits light in different colours when exposed to UV light. When the material is subjected to mechanical stress and ultraviolet light, the intensities of the emitted lights and thus the colour changes. "The micro-nano sized crystals give a visual warning when the composite material is about to fail under stress," explains PhD student Xin Jin. The alteration of the luminescent characteristics of defined semiconductor microstructures under load -- as we could show for zinc oxide tetrapods -- might be also interesting for many other phosphor material systems. We expect further developments in this emerging field on 'self-reporting materials'," explains Professor Cordt Zollfranck of TUM.
Composite polymer materials are used in diverse fields from dental implants to spacecrafts. They are made from two or more constituent materials with different properties such as silicone and zinc oxide crystals which together render better properties. On demands, they can be designed to be light-weight, mechanically robust and still inexpensive. Professor Rainer Adelung, leader of the study, says: "Zinc oxide crystals seem to be an excellent component to design numerous specific composite materials -- also for constructions in which instability can cause fatal accidents."
The study was funded by the German Research Foundation (DFG) within the Collaborative Research Centers 677 and 855.

Obama hails Mexican president-elect in WH meeting
WASHINGTON (AP) ? President Barack Obama hailed an "ambitious reform agenda" set forth by the incoming president of Mexico as he and President-elect Enrique Pena Nieto met Tuesday at the White House.
Obama said it was fitting that the men were meeting even before Pena Nieto takes office on Saturday, calling it a sign of the close relationship between the two countries.
"What happens in Mexico has an impact on our society," Obama said before the Oval Office meeting, which also included Vice President Joe Biden and Secretary of State Hillary Rodham Clinton.
Obama said he had forged a close working relationship with outgoing Mexican President Felipe Calderon and was confident he could establish a similar "close personal and professional relationship" with Pena Nieto, leader of Mexico's Institutional Revolutionary Party.
Obama said he was confident Mexico and the United States will be able to strengthen longstanding economic and trade ties, as well as increase security along their common border.
He also said he would press ahead with comprehensive immigration reform and looked forward to cooperation from Pena Nieto in longstanding U.S. efforts to stem illegal immigration from Mexico.
Pena Nieto congratulated Obama on winning a second term and said he was looking forward to strengthening already close relations between the countries.
Pena Nieto noted that both he and Obama are former legislators in their respective countries ? giving them a deeper understanding of politics ? and said both men were focused on job creation as their top priority.
Pena Nieto praised Obama's calls for immigration reform and said he would work with U.S. officials to create "a safe, modern, connected ... legal border" between the two countries.
"We fully support your proposal," Pena Nieto told Obama, in remarks that were translated from Spanish. "We want to contribute. We want to be part of this."
Pena Nieto invited Obama to visit Mexico at any time, an offer Obama said he would consider. Obama joked that he was "jealous" of Biden, who is leading a U.S. delegation to attend Pena Nieto's inauguration on Saturday.
About two-thirds of the more than 50 million Hispanics in the United States self-identify as being of Mexican descent, according to the Pew Hispanic Center.

Resident: House sliced by Sandy could be saved

UNION BEACH, N.J. -- A 150-year-old house that was so badly damaged by Sandy in Union Beach, N.J., that it was featured on the cover of Newsweek still has a chance to be saved, its occupant says.
Jon Zois, who has lived in the home for the past six months, told NBC 4 New York that his father and aunt, who own the home, have already had engineers look at whether it could be saved.
Zois said they were told it could, but at a very steep price that likely his family could not afford.?
"If there's anybody who wants to make this their cause, they're welcome to come help us out," Zois said.
A friend of Zois has already set up a website to help him and his girlfriend meet basic costs of being Sandy refugees.
But he said he really gets upset at people who drive by his Front Street home just to gawk and then drive off.
"It's my home, it's not a freak show," Zois said.
A neighbor upset with tourists put up a sign in front of Zois' home that reads, "Drop the camera and help."
Zois agreed, saying if people don't want to donate to individuals in need, they should consider the Red Cross or other Sandy relief funds.?

CME Group declared a force
majeure at one of its New York precious metals depositories yesterday, run by
bullion dealer and major coin dealer Manfra, Tordella and Brooks (MTB), due to ?operational
limitations? posed by Hurricane Sandy.

MTB has ?operational
limitations? following Hurricane Sandy and can?t load gold
bullion, platinum bullion or palladium bullion, CME Group Inc., the parent of
the Comex and New York Mercantile Exchange, said
today in a statement.

MTB must provide holders
with metal at Brinks Inc. in New York to meet current outstanding warrants in
relevant delivery periods with compensation for costs, Chicago-based CME
said.
?
The CME said that MTB will
not be able to deliver metal as the lower Manhattan company deals with
"operational limitations" almost a month after the arrival of
Hurricane Sandy.
?
MTB is one of five
depositories licensed to deliver gold against CME's benchmark 100-troy ounce
gold contract, held 29,276 troy ounces of gold and 33,000 troy ounces of
palladium as of Nov. 23, according to data from CME subsidiary Comex.
?
In a notice to customers on
Monday, CME declared force majeure for the facility, a contract clause that
frees parties from liability due to an event outside of their control.

CME said that individuals
holding MTB warrants or certificates for a specific lot of metal stored in
the depository, may receive gold delivered from Brinks
Co. (BCO) in New York. MTB is responsible for any additional costs incurred
by customers receiving metal from Brinks, CME said.

"This shouldn't have a
material impact on the way market participants are doing business," a
CME spokesman said. "They'll still contact MTB if they want to take
delivery on contracts," and MTB will arrange for delivery through Brinks
according to Dow Jones Newswires.

In a notice posted to its
website dated Nov. 12, MTB said the firm "sustained substantial
damages" following Hurricane Sandy's arrival in New York City on Oct.
29, and had curtailed its operations.

The force majeure will
remain in effect until further notice from the exchange, the CME said. The
delivery period for CME's December-delivery precious metals futures begins on
Friday.

Common drug increases deaths in atrial fibrillation patients
ScienceDaily (Nov. 27, 2012) ? Digoxin, a drug widely used to treat heart disease, increases the possibility of death when used by patients with a common heart rhythm problem ? atrial fibrillation (AF), according to new study findings by University of Kentucky researchers. The results have been published in the European Heart Journal, and raises serious concerns about the expansive use of this long-standing heart medication in patients with AF.
UK researchers led by Dr. Samy Claude Elayi, associate professor of medicine at UK HealthCare's Gill Heart Institute, analyzed data from 4,060 AF patients enrolled in the landmark Atrial Fibrillation Follow-up Investigation of Rhythm Management (AFFIRM) trial. This analysis was intended to determine the relationship between digoxin and deaths in this group of patients with atrial fibrillation, and whether digoxin was directly responsible for some deaths.
"These findings raise important concerns about the safety of digoxin, one of the oldest and most controversial heart drugs," said Dr. Steven E. Nissen, chair of cardiovascular medicine at the Cleveland Clinic. "Although considered obsolete by some authorities, digoxin is still widely used. A thorough review by the FDA is warranted to determine whether regulatory action is needed, including stronger warnings about the use of digoxin in patients with atrial fibrillation. "
Digoxin is extracted from the foxglove plant and it helps the heart beat more strongly, and at a slower heart rate. It is commonly used in AF patients and in patients with heart failure. However, it can be problematic to use successfully as there is a narrow dose range at which it is effective, and beyond which it can be dangerous.
Though digoxin has been used by physicians treating AF for decades, until now, there has been limited evidence demonstrating the effect of digoxin in patients with this condition. "Digoxin in AF patients has hardly been studied," said Elayi. "The main prospective randomised controlled trials available with digoxin were performed in patients with heart failure and sinus rhythm, and routinely excluded AF patients."
The results of the analysis found that digoxin was associated with a 41 percent increase in deaths from any cause after controlling for other medications and risk factors. An increase in deaths occurred regardless of gender or the presence or absence of underlying heart failure. Digoxin was also associated with a 35 percent increase in deaths from cardiovascular causes, and a 61 percent increase in deaths from arrhythmias or problems with the rate or rhythm of the heartbeat.
"Within five years of use, one additional AF patient out of six taking digoxin ? compared to those not on digoxin in the AFFIRM trial? will die from any cause," Elayi said. "One additional patient out of eight will die from cardiovascular causes, and one additional patient out of 16 will die from arrhythmias.
"This study calls into question the widespread use of digoxin in patients with AF, particularly when used for controlling AF rate in a similar way as in the AFFIRM trial," Elayi said. "These findings suggest that physicians should try to control a patient's heart rate by using alternatives such as beta-blockers or calcium blockers ,as a first line treatment.
"If digoxin is used, prescribers should use a low dose with careful clinical follow up, evaluate potential drug interactions when starting new medications, and monitor digoxin levels."
In addition, patients should also be aware of potential toxicity and see their physicians immediately in specific clinical situations, he said. For instance, if they experience increasing nausea, vomiting, palpitations or syncope, as those may precede arrhythmic death, Elayi added.
The researchers say that the mechanism by which digoxin increases deaths among patients is unclear. Deaths from classic cardiovascular causes -- whether or not they are due to arrhythmia -- can partly but not entirely explain it. This suggests there must be some additional mechanism that remains to be identified, said Elayi.
"Our study underscores the importance of reassessing the role of digoxin in the contemporary management of AF in patients with or without HF," concluded the authors in their paper. "There is a need for further studies of the drug's use, particularly in systolic heart failure patients and AF -- patients that would, in theory, benefit the most from digoxin."

CDC: HIV spread high in young gay males
NEW YORK (AP) ? Health officials say 1 in 5 new HIV infections occur in a tiny segment of the population ? young men who are gay or bisexual.
The government on Tuesday released new numbers that spotlight how the spread of the AIDS virus is heavily concentrated in young males who have sex with other males. Only about a quarter of new infections in the 13-to-24 age group are from injecting drugs or heterosexual sex.
The Centers for Disease Control and Prevention said blacks represented more than half of new infections in youths. The estimates are based on 2010 figures.
Overall, new U.S. HIV infections have held steady at around 50,000 annually. About 12,000 are in teens and young adults, and most youth with HIV haven't been tested.

Where are the international iPad minis with LTE?
Literally seconds after Apple opened pre-orders for the iPad mini I bought a 32GB model in white. That was on October 26. A month ago. Not only hasn't it arrived yet, it hasn't even shipped yet. U.S. iPad minis + LTE began arriving weeks ago but international iPad minis + LTE aren't being treated equally. That's nothing new. Apple famously (or infamously) delayed the release of the original iPad and iPad 2 almost a month outside the U.S., both online and at retail. With the iPad mini, the international Wi-Fi only versions were available for delivery and purchase day and date with U.S. versions. It's only the LTE (or cellular, if your carrier doesn't support LTE) versions that seem to be MIA.
The iPad Mini Wi-Fi + cellular was advertised here as available to ship in late November. That now leaves 4 days, and and means that, once it arrives (presumably 7-10 days later) time from pre-order to fulfillment will be over a month. Staging the rollout makes sense, and prioritizing the U.S. also makes sense. It simply shows that no company, not even Apple, can do everything at once, everywhere at once.
It took Apple an embarrassingly, outrageously, incomprehensibly long time to get Lightning cables and adapters into stores. During that painful period, early device adopters were left without connectivity, sometimes without even charging solutions for their brand new iPhone 5 handsets (especially those who lost or damaged the original, lone Lightning cable that came in the box). It was a rare and disappointing gaffe by a company that's usually the best in the business when it comes to getting product onto shelves.
The lack of international iPad mini + LTE shipments is nowhere near as bad as that. Apple still has a few more days left in November to at least ship the devices. And to get iTunes 11 done, and a few more weeks to get the new, wafer-thin iMacs out the door.
But that's a lot of product to leave to the last Holiday minute. And that's the problem with doing so much -- covering a lot of ground spreads anyone, even Apple, thin.

Google pays $400 million for wireless internet provider ICOA (correction: no it didn't)
Google made another grab for its internet infrastructure, this time picking up wireless hotspot company ICOA for the sum of $400 million. From the deal, the internet giant will control around 1,500 wired and wireless broadband locales in "high-traffic" public spaces, including airports, restaurants and universities, spread across 45 US states. Google will presumably be running these public WiFi spots in addition to its current deal with Boingo -- and in addition to those 180 fiberhoods.
Correction: Looks like reports of the acquisition were greatly exaggerated as AllThingsD is reporting, and we've been able to independently confirm that Google has not bought ICOA.

LONDON (AP) ? The Rolling Stones made a triumphant return to the London stage on Sunday night in the first of five concerts to mark the 50th anniversary of their debut as an American-oriented blues band.
They showed no signs of wear and tear ? except on their aging, heavily lined faces ? as frontman Mick Jagger swaggered and strutted through a stellar two-and-a-half hour show. He looked remarkably trim and fit and was in top vocal form.
The Stones passed the half-century mark in style at the sometimes emotional gig that saw former bassist Bill Wyman and guitar master Mick Taylor join their old mates in front of a packed crowd at London's 02 Arena.
It was the first of five mega-shows to mark the passage of 50 years since the band first appeared in a small London pub determined to pay homage to the masters of American blues.
Jagger, in skin-tight black pants, a black shirt and a sparkly tie, took time out from singing to thank the crowd for its loyalty.
"It's amazing that we're still doing this, and it's amazing that you're still buying our records and coming to our shows," he said. "Thank you, thank you, thank you."
Lead guitarist Keith Richards, whose survival has surprised many who thought he would succumb to drugs and drink, was blunter: "We made it," he said. "I'm happy to see you. I'm happy to see anybody."
But the band's fiery music was no joke, fuelled by an incandescent guest appearance by Taylor, who played lead guitar on a stunning extended version of the ominous "Midnight Rambler," and Mary J. Blige, who shook the house in a duet with Jagger on "Gimme Shelter."
The 50th anniversary show, which will be followed by one more in London, then three in the greater New York area, lacked some of the band's customary bravado ? the "world's greatest rock 'n' roll band" intro was shelved ? and there were some rare nostalgic touches.
Even the famously taciturn Wyman briefly cracked a smile when trading quips with Richards and Ronnie Wood.
The concert started with a brief video tribute from luminaries like Elton John, Iggy Pop and Johnny Depp, who praised the Stones for their audacity and staying power. The Stones' show contained an extended video homage to the American trailblazers who shaped their music: Muddy Waters, John Lee Hooker, Otis Redding, Bob Dylan, Johnny Cash and others. The montage included rare footage of the young Elvis Presley.
The Stones began their professional career imitating the Americans whose music they cherished, but they quickly developed their own style, spawning hundreds ? make that thousands ? of imitators who have tried in vain to match their swagger and style.
The concert began with some early Stones' numbers that are rarely heard in concert, including the band's cover of the Lennon-McCartney rocker "I Wanna Be Your Man" and the Stones original "It's All Over Now."

He didn't make good on his threat.
He also made fun of the sky-high ticket prices, which had exposed the band to some criticism in the London press.
"How are you doing up in the cheap seats," he said, motioning to fans in the upper rows of the cavernous 02 Arena. "Except they're not cheap seats, that's the problem."
But Jagger seemed more mellow than usual, chatting a bit about the good old days and asking if there was anyone in the crowd who had seen them in 1962, when they first took to the stage.
He said 2012 had been a terrific year for Britain and that the Stones nearly missed the boat, playing no role in the celebration of the Queen's Diamond Jubilee, the London Olympics, or the new James Bond film.
"We just got in under the wire," he said. "We feel pretty good."
