iPad Mini Is Very Thin And Light - Business Insider

Aside from the mediocre display, the one thing that jumps out about the iPad mini, according to reviews, is how thin and light it is.

MG Siegler at TechCrunch says it's thinner than the iPhone 5, which if you've used it, you know is super duper thin.

Here's are three takes on its size.

Joshua Topolsky of The Verge thought the device was almost too thin:

Though the iPad mini sports a slightly larger display than other devices in this class, its profile feels extremely lean. Sometimes?too?lean. The device weighs just 0.68 pounds, and it's only 0.28 inches thick (noticeably thinner than the Nexus 7's 0.41 inches or Fire HD's 0.4 inches). I actually had a little trouble holding onto the device when I wasn't using the Smart Cover due to the back being as smooth as it is, and the frame being so thin.

Walt Mossberg from AllThingsD, thought that Apple had done an excellent job of shrinking the device down:

In shrinking the iconic iPad, Apple has pulled off an impressive feat. It has managed to create a tablet that?s notably thinner and lighter than the leading small competitors with 7-inch screens, while squeezing in a significantly roomier 7.9-inch display. And it has shunned the plastic construction used in its smaller rivals to retain the iPad?s sturdier aluminum and glass body.

MG Siegler of TechCrunch says the iPad mini is thinner than the iPhone 5:

The first thing you?ll notice is how light the iPad mini is. It?s similar to the effect when holding?an iPhone 5?for the first time, though not quite as jarring. At the same time, the iPad mini is far less than half the weight of a full-sized iPad (0.68 pounds vs. 1.5 pounds), so the difference is very noticeable. The iPad mini is not quite as light as a Kindle, though it?s not far from that weight. And it?s lighter than a Nexus 7.

The next thing you?ll notice is how thin the iPad mini is. When you hold it, it almost feels like you?re just holding a sheet of glass. Amazingly, it?s thinner than the iPhone 5. Yes, you read that correctly.

BCIS Unveils Plans for New Green Early Childhood Center ...

Beijing City International School (BCIS) announced its plan to build an innovative early childhood center that will not only bring innovative and top-tier education to its students, but do so in a facility that meets the highest standards of environmental friendliness. The Yue Cheng Education Board, which runs BCIS, says the center will be not only a model of modern education, but of design and sustainability, as the center will be gold LEED (Leadership in Energy and Environmental Design) Certified. The center is slated to open in August of 2014 west of BCIS near the Shuangjing bridge.

Though the Yue Cheng board announced these plans last year, more of these details have not been made widely public until now. In order to ensure that the early childhood center will meet the highest standards of education, the Yue Cheng Research Institute will invite international early childhood education experts to participate in their research. The school will also maintain the same principles of innovative education, sustainable growth, and bridging the gap between education philosophies.

IBM creates nanotubes that stand up straight

Paul Marks, chief technology correspondent

A few weeks ago I was at the IBM lab in Zurich, Switzerland, getting an update on Watson, solar desalination and how magnetic tape will store the big bang's big data. But I was surprised to find the lab's director, Matthias Kaiserswerth, was not nearly as excited as I had expected he would be over the prospects for graphene, the two-dimensional wonder material whose pioneers won the Nobel prize for physics in 2010. Now I know why: IBM has other ideas for the future of electronics.

It turns out IBM has been quietly continuing research on carbon nanotubes, the rolled-up-chicken-wire form of carbon that was the wonder material du jour in the decade before graphene's electronic properties were realised.

A7000154-Carbon_nanotubes-SPL.jpg

A coloured scanning tunnelling micrograph of carbon nanotubes - rolled sheets of carbon atoms, magnified 6 million times. Individual atoms are seen as the bumps on the surface of the tube (Image: Eye Of Science/SPL)

Now the company has revealed what it believes could be the answer to the problem that has dogged nanotube electronics all along: how to pick up the dastardly items -?which are only 1?nanometre in diameter - and put them where you want them. They may be great transistors, but if they cannot be placed on a chip they are useless.

Instead of a slavish and hellishly slow pick-and-place operation, IBM's trick is to encourage the nanotubes to organise themselves, with help from some clever chemical engineering.

First the engineers created a solution of nanotubes, coating them with a surfactant that encourages them to dissolve in water. Into this nanotube solution?they dipped a silicon dioxide chip carved with hafnium oxide trenches. The process coaxed one nanotube tube into each trench - where the nanotube bonds to the hafnium oxide - creating regular arrays of nanotube-based transistors at a density of 1 billion per square centimetre.

There's a good decade or more to go before they'll know whether this is the technology that'll let nanotubes break silicon's microchip monopoly, but fixing the tubes in place at least gives researchers something to work with. There's more over at the BBC.

Black Cats Beware: Kitty Lovers Think You're Aloof

Black cats may bring bad luck, but to themselves rather than to people. A new study suggests that sable-colored felines are stereotyped as more aloof than their orange peers, a prejudice that may help explain why black cats take longer to be adopted than other colored kitties.

The findings, published in the Dec. 4 issue of the journal Anthrozoos, suggest that prejudice against black cats goes beyond superstition.

"Previous research supports the existence of 'black cat' syndrome, where black and brown cats are less likely to be adopted than cats of other colors," Mikel Delgado, a researcher at University of California at Berkeley, said in a statement. "We were interested in whether people?s perceptions of the interaction between personality and coat color might play a part."

Black cats often languish in shelters, and a 2002 study found that sable-colored kitties are more likely to be euthanized than other cats. ?Researchers suspected that potential adopters were reacting to the superstition that black cats are bad luck. Since medieval times, cats have been unfairly tarred as familiars, or supernatural creatures who help witches. [13 Halloween Superstitions & Traditions Explained]

But the prejudice against cats with certain coat colors may go beyond superstition. To see how, Delgado found cat lovers on Craigslist and asked them to rate black, multicolored (such as tabby), and orange cats on personality measures such as friendliness, laziness and stubbornness.

All the cat aficionados said personality was the most important factor in choosing a cat. However, kitties of different colors were ascribed different personality traits.

Black cats were seen as more antisocial than other types of cats, along with their white and three-tone brethren. Overall, orange cats were perceived as the friendliest.

Black cats in general had less extreme ratings on most of the measures, perhaps because people viewed these dark kitties as enigmas.

The findings suggest that shelter volunteers may have an uphill battle when convincing people to adopt black cats.

LDS Church News - Family organizes 'day of giving'

Published: Sunday, Oct. 28, 2012

SAN CLEMENTE, CALIF.

On Nov. 30, 2006, the Hales family of the Marblehead Ward, San Clemente California Stake, gathered around 5-year-old Chase. His two older sisters came to spend time with him in case he did not survive surgery to remove a brain tumor. He held tightly to a toy they had given him as he was taken back into surgery.

Chase Hales, now a healthy 11-years-old, shows off his skateboarding skills. The Hales Family created a day of service to express gratitude for the life of their son, a tumor survivor, and help others celebrate the gift of life.

"I think I got it all," breathed a relieved Dr. William Louden an hour and a half later.

Before the surgery, Dr. Louden, Chase Hales' pediatric neurosurgeon at Children's Hospital of Orange County, told Sloan and Stephanie Hales he was "choosing to be optimistic" about the complex surgery to remove a medullablastoma (malignant brain tumor) apparently entrenched in the top of their son's spinal cord. The surgery went more smoothly than planned: the tumor came out easily and in pieces.

"The type of tumor that it was, it's the kind you'd want to order," said Sister Hales. "Academically, socially, physically, it was almost perfect timing if you're going to have a brain tumor."

Through divine intervention, the tumor was discovered just in time. The fluid on Chase's brain had been building up for two to three weeks; had it been discovered any later he might have died, according to Dr. Louden, his neurosurgeon.

"Even now, I am amazed at the grace that Heavenly Father showed us," Sister Hales said in an email. "I marvel that Chase's symptoms had to get bad enough that my husband and I could not ignore them, but not bad enough to kill him, in order for him to be properly diagnosed. Had we called the doctor even weeks before, Chase probably would have just been prescribed anti-nausea medicine and/or anti-anxiety medicine because he exhibited no other alarming symptoms."

Chase was also fortunate in that his subsequent treatment took place as part of a five-year study. At random, he was selected to receive more chemotherapy and less radiation, leaving him with fewer side-effects.

Sister Hales ascribes Chase's miraculous diagnosis and smooth recovery to priesthood blessings, the faith and prayers of others and people following promptings.

"Our family, thankfully, has been able to turn our fears about Chase into hope and then gratitude. Anyone can do that," Sister Hales said. "I know that Heavenly Father gave us the strength and comfort we needed when we were uncertain and weak."

The Orange County Foundation took care of the family after Chase's diagnosis and sent the family to a camp for families of cancer victims, free of charge. In order to give back and raise awareness of OCF and other non-profits, Sister Hales instigated an annual day of giving to encourage people to find a way to give to self and others and celebrate being alive. She hopes the Day of Giving will gain momentum as things move forward. The first Chase Hales Family Day of Giving coincided with California's coastal cleanup day. Sister Hales designed the day to be something anyone can participate in, anywhere in the world. More than 800 volunteers gathered for a beach clean-up effort on Sept. 15 and more than 11,000 people shared the event on Facebook.

"I want my children to have something they can be proud of," Sister Hales said.

Over a period of 10 days, Sister Hales and her oldest daughter used left over paints to restore and detail a faded map of the United States at Chase's school. This map has become a fun play place for children at Marblehead Elementary. Sister Hales said she is happy her family is involved with service and is optimistic her children will continue with this legacy.

"Especially, because of the way everything transpired for our family, and because so many of us struggle with our health or other hardships, I don't feel we have the luxury to wait or procrastinate doing good when we can. None of us knows what tomorrow holds, but we all have today."

Hospitals Evacuate Ahead of Hurricane Sandy

Ambulances lined the streets of Hoboken, N.J. in the relative calm before Hurricane Sandy last night as Hoboken University Medical Center evacuated patients in the predawn darkness.

Hospitals along the east coast are preparing for the worst, which means postponing elective surgeries, stocking up on supplies, ensuring that backup power generators are ready to go, and, in some cases, evacuating patients.

?Patient safety always is paramount, and although the risks of the hospital losing all power are small, all safety precautions must be taken,? said the medical center?s CEO, Paul Walker.

Hurricane Sandy is affecting between 50 million and 60 million people as far west as the Great Lakes and as far south as North Carolina, emergency management officials said.? They said that Sandy, meeting with a cold front and a high pressure system, could become the worst storm since Hurricane Grace in 1991. Grace was nicknamed the ?Perfect Storm.??

The Hoboken hospital evacuated because of fears that surges from Sandy could breach Hoboken?s seawall, causing several feet of flooding. The Emergency Room and OB-GYN services for emergency deliveries remained open.

It?s taken at lease 40 ambulances from eight counties to complete hospital evacuations in New Jersey, where Sandy is expected to make landfall. Indiana will supply New Jersey with 48 additional ambulances, according to the EMS Task Force Facebook page.

VA New York Harbor Hospital and New York Downtown Hospital were evacuated as well.

Located on the southern tip of Manhattan, New York Downtown Hospital is not far from Battery Park. The hospital itself is not at risk for flooding, but the electrical grid nearby is, said Jeffrey Menke, the hospital?s president.

If the hospital loses power, back-up generators can run for 42 hours, but the possibility of not being able to get more fuel after that presented a risk the hospital couldn?t take, Menke said.

So on Saturday, all hospital employees were called in to assess their patients for transport. It was ?quite an ordeal,? Menke said.? He said it took 15 hours to move 125 patients? to other hospitals.

Through the evacuation, patients, including women in labor, still came for medical help because New York Downtown Hospital is the only one in its area.

?It?s not like you just close the doors and you don?t take care of patients,? Menke said, adding that the emergency department will remain open.

Other hospital systems said they would weather the storm.

North Shore-LIJ Health System?s 16 hospitals will remain open, but dozens of critically ill patients whose lives depend on mechanical devices, such as ventilators, were evacuated from Staten Island University Health Center and Southside Hospital, both close to the open water. Both hospitals were completely evacuated during Hurricane Irene last year.? For Hurricane Sandy, patients with critical illnesses were evacuated over the weekend and all elective surgeries were canceled.

NYU Langone Medical Center, which also evacuated last year, did not evacuate patients either, but all non-emergency surgeries for Monday and Tuesday have been canceled.

In Delaware, over which Sandy?s eye was expected to pass, there have been no hospital evacuations, said Emily Knearl, a spokesman for the state?s Health and Social Services Department.

Warsaw museum to celebrate Jewish life in Poland

(AP) ? The box-like glass building rises from soil marked by tragedy in the heart of Warsaw's former Jewish district. At certain angles, its luminous facade reflects the outlines of a dark memorial to those who fought and died in the 1943 Warsaw Ghetto Uprising against the Nazis.

Yet despite reminders of Jewish suffering all around, the modern building will soon open as a key remembrance site of a mostly upbeat Jewish story, becoming home to the Museum of the History of Polish Jews, a major new museum dedicated to the 1,000 years of Jewish existence in Polish lands.

"It is a museum of life," said Sigmund Rolat, a Polish-born Holocaust survivor and American benefactor who has helped bring the museum to life. "We are showing 1,000 years of a magnificent history."

Construction of the building is nearly finished and the museum is scheduled to open in 2013 after nearly 20 years of planning. It will be a celebratory moment for those who have struggled to build a home for this story, among them Polish-born Holocaust survivors with a deep affection for their land of birth: Men like Rolat, 82, and Tad Taube, 81, a Krakow-born entrepreneur who leads two California-based philanthropies that have given $16 million dollars to the project.

The museum fulfills a dream of Jews from around the world to preserve the rich legacy of their ancestors by creating what will be the first-ever museum of Polish Jewish history. Meanwhile, the Polish government, a major partner, also seeks to celebrate both the country's Jewish past and its own past eras of cultural tolerance and diversity. In doing so, the young democracy hopes to burnish its Western credentials and shed a reputation for anti-Semitism that has hung over it in recent decades.

Jewish history was largely ignored in the communist era, and the fact that the museum has risen with the help of the Polish government makes it a monument to a new consciousness and wealth.

"No doubt it is thanks to democracy in Poland that this museum could be created," said Warsaw Mayor Hanna Gronkiewicz-Waltz.

The project has faced a number of delays, some caused by the global financial crisis that for a time discouraged donations needed to complete the more than $100 million project. A public-private initiative that relies heavily on private funding, the museum has also struggled at times to persuade Jews abroad to help a project "in a country which they feel has not been particularly friendly to Jews," Taube said.

"This was not a slam dunk," Taube said. "But it got easier as the project rose from the ground. Doubts began to be erased."

Museum officials say it will open in stages, with educational and cultural programs starting in April to mark the 70th anniversary of the doomed Warsaw Ghetto Uprising. Then in December the heart of the museum is scheduled to open: a core exhibition of eight interactive multimedia galleries organized chronologically. Using diaries, memoirs, film footage and other original sources, the story will unfold in the voices of those living in the historical moment.

With its opening, the museum is expected to join the ranks of world-class Jewish history museums like Yad Vashem in Jerusalem and the United States Holocaust Memorial Museum in Washington.

What will set it apart will be its focus not on tragedy, but on creation, achievement and life. In keeping with that theme, the Warsaw museum will devote just one of the eight galleries to the Holocaust. Visitors, in fact, will not be able to access the Holocaust gallery without passing first through at least one other gallery, a reminder of the life that came long before and which still exists today in Poland's small but growing Jewish community.

The museum will show that the Holocaust ? carried out by Adolf Hitler's Germany ? was never the inevitable result of relations between Poland's Jews and Christians, despite periods of conflict. Still, museum creators say they will not shy away from showing ugly episodes of Polish anti-Semitism that led to economic boycotts, persecution and even massacres in the 19th and 20th centuries.

The complex message can be expected to challenge stereotypes held by some Poles and some Jews.

Poles, many of whom view their nation exclusively as a land of heroism that resisted the Nazi occupation, have reacted with defensive outrage in past years when acts of anti-Semitic violence during and after the war came to light. It's easy to imagine new controversies erupting when the museum opens and the Polish public is again confronted with oppression of Jews.

Meanwhile, many Jews across the world carry an image of Poland that ignores some nuances. Some view Poland exclusively as a land of suffering for their people, and remembrance trips to Poland tend to consist mostly of visits to Auschwitz, Treblinka, the Warsaw Ghetto memorial and other memorials to tragedy. In many cases their forefathers left Poland in the worst possible moments, with memories of suffering lingering in families. They will be asked to see that Poland, over 1,000 years of history, was for long eras a land that welcomed Jews and where they thrived.

"You don't live in a place for a thousand years and create a great civilization if it's one unmitigated disaster, which of course is one of the perceptions of the history of Polish Jews," said Barbara Kirshenblatt-Gimblett, the program director of the core exhibition. "It's a perception that was largely created by the cataclysmic events of the Holocaust. But we don't start with the Holocaust, and we don't end with the Holocaust."

There is much to commemorate. The uninterrupted existence of Jews in Poland over a millennium brought great achievements to Hebrew and Yiddish culture, to science and the arts. Polish Jews also contributed in significant ways to the larger Polish culture, with poets like Julian Tuwim still loved today, studied in schools and remembered in streets names across Poland.

On the eve of World War II, the country was home to Europe's largest Jewish community, with 3.3 million people, or 10 percent of the entire Polish population. Most were killed in the Holocaust.

"This museum honors those who died by remembering how they lived ? and how they lived for a thousand years," Kirshenblatt-Gimblett said.

The flourishing of Jewish culture and learning had an influence that reached far beyond Poland, and the museum will celebrate this legacy too. Israel's early leaders included Polish-born Jews like David Ben-Gurion and Menachem Begin. Poland was also the homeland of many who contributed to American and global culture: Albert Sabin, who developed a vaccine for polio; Isaac Bashevis Singer, the Nobel-winning writer whose books powerfully evoke the lost Yiddish world of his youth; Hollywood pioneers Harry Warner and Samuel Goldwyn; pianist Arthur Rubinstein and entrepreneurs like Max Factor and Helena Rubinstein.

The museum's central story of long life interrupted by tragedy is also carried in the striking architecture of the building, designed by Finnish architect Rainer Mahlamaki. On the outside, it is a square box of glass panels and perforated copper that emits a sea-green hue across a vast park-like square. Its lines are simple, sharp. On the inside, visitors enter a soaring hall with undulating sand-colored walls rising in curves. The chasm shape stands as a metaphor for both the parting of the Red Sea ? a reference to the Jewish Biblical past ? and the rupture in history created by the Holocaust.

To reach the core exhibition, visitors descend a staircase and enter an installation of sounds, light and graphics that evoke a poetic forest, a reference to the primeval forests of Poland that the first traveling Jewish merchants would have encountered 1,000 years ago. They will hear the word "Po-lin," which is the Hebrew word for "Poland" and also means "rest here," a reminder of how Poland became a land where Jews did indeed find rest after persecutions and expulsions from Spain and the German lands.

Visitors then leave the space of legend to enter a history that began in the 11th century, passing through periods that held both good and bad.

Homeowner Kimberly Smith's Mortgage Loan ... - AOL Real Estate

Stone Mountain, Ga.

, resident Kimberly Smith couldn't believe her eyes when she saw how much she was saving on her mortgage under a loan modification with Bank of America. That's not to say that it was a generous amount: Her monthly payments went down by a grand total of $1.61.

"It has to be a Halloween joke," Smith told 11 Alive in Atlanta. "They have got to be kidding. ... I mean, they wasted more on postage and FedEx [sending the notification] than what I am getting as a reduction."

Smith was trying to reduce her mortgage's interest rate through the federal government's Making Home Affordable program, which determines reductions based on a fixed percentage of income. But while her modification was being processed, her income took a steep dive.

"My job was on the line, and I had to either take a pay cut or probably would not have a job," she said.

Bank of America told 11 Alive that Smith's drop in pay was factored into determining her reduction, which is why it ended up so low. But after the television story aired, the bank said it would look into a way to get Smith a more substantial reduction.

A little more than a week later, the bank came through. Smith's new loan modification dropped her interest rate from 7.87 percent to 4 percent ?- a much heftier savings of $262 a month.

"I cried. I was excited," Smith told 11 Alive after the new modification came through. "I was just happy. It was a blessing because without you all, I would not be able to get what I have now."

While this story had a happy ending, there have been a number of others involving Georgia homeowners tangling with banks that haven't come to such an amicable end. Two cases in Atlanta were particularly heart-wrenching: In one case, a woman lost her home after Bank of America foreclosed on the property, claiming she wasn't paying her mortgage. But it turned out that another institution owned the woman's loan -- which she had been current on -- and BofA falsely believed it should have been receiving her payments because of a paperwork foul-up. And another homeowner nearly lost her home after county officials placed a lien on her property and sold it to recover the debt on a tax bill that wasn't even hers.

If you're looking for help getting a loan modification, find out how to qualify, and learn how a loan mod can help you avoid foreclosure and why you should be seeking help now. Choosing a suitable skateboard

Published on: October 24, 2012 by Paul

Tracing its origin back to surfing in California, skateboarding has now become a popular activity. While it can be a fun and interesting pastime, it is important to know how to skateboard properly along with the different do?s, don?ts and tips and tricks to prevent unwanted injuries. One of the crucial things to remember before skateboarding is choosing the most appropriate skateboard.

Choosing a skateboard is no simple job. With the mind boggling variety of skateboards available in the present day, it becomes very difficult to choose a particular one, especially if you are a beginner. However, here are a few things to remember when going shopping for skateboards.

First and foremost remember that a hefty price tag always does not guarantee quality and a cheaper one is not a good one. Do not let the price of the skateboard be your only deciding criteria. When choosing a skateboard the top priority should be your skating style and how you skate, for instance when skateboarding, whether you prefer a long or broad board or a small one or big one.

Also your body weight should be taken into consideration. For those who have a small stature, a small board will work fine but if you are on the bigger side, it is always wiser to opt for a solid deck which will be able to give more support.

Before buying a skateboard, it is advisable to do a little research; go around a few different shops before deciding on one. This will give you a better idea about the styles and varieties available as well as allow you to compare the prices. You can also ask the opinion of the shopkeepers; most of the attendants are skaters or former skaters and can offer valuable advice which can help in your decision making; this is especially true if you are new to the world of skateboarding. Apart from deciding on the kind and width of board or deck you want, also take into consideration the quality of the wheels. Test a few of the boards to get a feel of which is the most suitable and appropriate one.

A clever way to get a good deal is to check the online stores. After deciding which skateboard you want, do a quick search and see whether it is available in the online stores at a lesser price. Remember, do not buy a skateboard in a hurry, spend a little bit of time deciding and choosing if you want a quality one.

(AP) ? Several Russian opposition leaders were detained Saturday while protesting what they say was the torture of a fellow activist.

Investigators earlier this week said that opposition Leonid Razvozzhayev had turned himself in and confessed to plotting riots. But days later, the activist disavowed his confession and filed a complaint over what he said was his abduction from Ukraine. Rights activists who visited him in jail say he had been tortured into confessing.

Hundreds of people gathered in central Moscow Saturday afternoon to protest an increasingly relentless crackdown on the opposition in Russia as well as Razvozzhayev's treatment. Some of them including opposition leaders Alexei Navalny, Sergei Udaltsov and Ilya Yashin held one-man pickets outside the Russian former intelligence and former KGB headquarters, protesting "torture and repression."

Police detained three men as well as several other activists. No charges had yet been brought against them.

Elsewhere in Moscow, Brooklyn Nets owner and former Russian presidential candidate Mikhail Prokhorov announced that he's leaving business to focus full-time on politics, returning to the political arena after remaining silent through a five-month Kremlin crackdown on the opposition.

Prokhorov told reporters after the conference that he wants to lead "a third power" in the country, competing both with the Kremlin and the opposition.

The 47-year-old Prokhorov, who is believed to be worth about $13 billion, finished third in Russia's presidential election in March amid speculation that his candidacy was orchestrated by the Kremlin. Though he denied the claim, he was nowhere to be seen as the government launched a crackdown on the opposition this spring, arresting activists and introducing new harsh legislation.

Prokhorov appeared Saturday at the first conference of the party he set up several months ago, announcing that he would put his money in a trust fund and let his partners at the investment vehicle Onexim run the shop.

East Coast braces for monster 'Frankenstorm'

WASHINGTON (AP) ? The pre-Halloween hybrid weather monster that federal forecasters call "Frankenstorm" is looking more ominous by the hour for the East Coast, and utilities and local governments are getting ready.

Meteorologists expect a natural horror show of high wind, heavy rain, extreme tides and maybe snow to the west beginning early Sunday, peaking with the arrival of Hurricane Sandy on Tuesday and lingering past Halloween on Wednesday.

With a rare mix of three big merging weather systems over a densely populated region, experts predict at least $1 billion in damage.

The stage is set as Hurricane Sandy, having blown through Haiti and Cuba, continues to barrel north. A wintry storm is chugging across the country from the west. And frigid air is streaming south from Canada.

And if they meet Tuesday morning around New York or New Jersey, as forecasters predict, they could create a big, wet mess that settles over the nation's most heavily populated corridor and reaches as far west as Ohio.

Utilities are lining up out-of-state work crews and canceling employees' days off to deal with expected power outages. From county disaster chiefs to the federal government, emergency officials are warning the public to be prepared. And President Barack Obama was briefed aboard Air Force One.

"It's looking like a very serious storm that could be historic," said Jeff Masters, meteorology director of the forecasting service Weather Underground. "Mother Nature is not saying, 'Trick or treat.' It's just going to give tricks."

National Oceanic and Atmospheric Administration forecaster Jim Cisco, who coined the nickname Frankenstorm, said: "We don't have many modern precedents for what the models are suggesting."

Government forecasters said there is a 90 percent chance ? up from 60 percent two days earlier ? that the East will get pounded.

Coastal areas from Florida to Maine will feel some effects, but the storm is expected to vent the worst of its fury on New Jersey and the New York City area, which could see around 5 inches of rain and gale-force winds close to 40 mph. Eastern Ohio, southwestern Pennsylvania and western Virginia could get snow.

And the storm will take its time leaving. The weather may not start clearing in the mid-Atlantic until the day after Halloween and Nov. 2 in the upper Northeast, Cisco said.

"It's almost a weeklong, five-day, six-day event," he said from a NOAA forecast center in College Park, Md. "It's going to be a widespread, serious storm."

It is likely to hit during a full moon, when tides are near their highest, increasing the risk of coastal flooding. And because many trees still have their leaves, they are more likely to topple in the event of wind and snow, meaning there could be widespread power outages lasting to Election Day.

Eastern states that saw outages that lasted for days after last year's freak Halloween snowstorm and Hurricane Irene in late August 2011 are already pressuring power companies to be more ready this time.

Asked if he expected utilities to be more prepared, Massachusetts Gov. Deval Patrick responded: "They'd better be."

Jersey Central Power & Light, which was criticized for its response to Irene, notified employees to be ready for extended shifts. In Pennsylvania, PPL Corp. spokesman Michael Wood said, "We're in a much better place this year."

New York Mayor Michael Bloomberg on Thursday said the city was striking a tone of calm preparedness.

"What we are doing is we are taking the kind of precautions you should expect us to do, and I don't think anyone should panic," Bloomberg said. The city has opened an emergency situation room and activated its coastal storm plan.

Some have compared the tempest to the so-called Perfect Storm that struck off the coast of New England in 1991, but that one hit a less populated area. Nor is this one like last year's Halloween storm, which was merely an early snowfall.

"The Perfect Storm only did $200 million of damage and I'm thinking a billion" this time, Masters said. "Yeah, it will be worse."

As it made its way across the Caribbean, Sandy was blamed for more than 20 deaths. The 18th named storm of the Atlantic hurricane season hit the Bahamas after cutting across Cuba, where it tore roofs off homes and damaged fragile coffee and tomato crops.

Norje Pupo, a 66-year-old retiree in Holguin, was helping his son clean up early Thursday after an enormous tree toppled in his garden.

"The hurricane really hit us hard," he said. "As you can see, we were very affected. The houses are not poorly made here, but some may have been damaged."

Random House and Penguin Are Negotiating a Merger - NYTimes ...

8:53 p.m. | Updated In an effort to stave off the challenge from online retailers in a rapidly changing market, two of the world?s largest book publishers, Random House and Penguin, are engaged in talks to combine their businesses.

Pearson, the British media conglomerate that owns Penguin, said Thursday that it was discussing a potential deal with Random House?s owner, Bertelsmann of Germany. The merger, if completed, would create a combined entity that would control nearly 25 percent of the United States book market and feature an elite roster of authors like Dan Brown, Toni Morrison and John Grisham of Random House and Junot Diaz and Patricia Cornwell of Penguin.

The potential consolidation comes as traditional publishers try to compete with dominant technology companies like Amazon, Apple and Google that have gained power in the e-book market. Lower prices offered by retailers like Amazon have put pressure on publishers to adjust their digital book strategy at a time when brick-and-mortar stores have been disappearing.

A deal could signal a move toward further consolidation among the major publishers, much the way the music industry realigned itself as it made the painful transition to the digital marketplace. Facing intense competition from Apple?s iTunes, the industry shrunk from six major record companies to three.

A merger of Random House and Penguin could help the publishing houses cut costs by combining resources, and it would give them more heft in negotiations with Amazon and Apple as readers increasingly abandon print for cheaper e-books.

Penguin Group USA is among the five major publishers named in a lawsuit filed last spring by the Justice Department, which accused those publishers and Apple of colluding in the pricing of e-books. Three publishers ? Hachette Book Group, Simon & Schuster and HarperCollins ? settled. Penguin and Macmillan have not. Random House, the largest book publisher in the United States, was not named in the lawsuit.

?A combined Random House and Penguin would be a supplier so large it would be very difficult for any anyone to dictate terms to,? said Mike Shatzkin, the founder and chief executive of the Idea Logical Company, a consultant to publishers. He added: ?You?re allowed to collude if you?re combined.?

But for authors and their representatives, news of the merger discussions, first reported by Germany?s Manager Magazin, came as another potential blow in an already challenging profession.

Several literary agents said a merger would lead to a consolidation of publishing imprints, thus reducing the number of bidders vying for titles. They also said that combining editing and marketing resources would likely lead to layoffs and potentially put added pressure on authors, especially those who do not churn out mass-market hits.

David Kuhn, a literary agent in New York, said that a shrinking book industry could be compared to the situation in Hollywood, where studios under financial pressure now focus on churning out a handful of blockbusters a year, rather than taking risks on smaller films. ?If there are 20 fewer imprints, then that means there are 20 fewer publishers with checkbooks willing to make bets on less known entities,? Mr. Kuhn said.

Another New York agent, who insisted on anonymity to candidly discuss the deal, was more pessimistic. ?This group would be HUGE. NOT good for authors,? the agent wrote in an e-mail

James L. McQuivey, a media analyst at Forrester Research, said the early panic was justified. ?Agents should be terrified because it would give them even fewer people to play against each other,? he said.

But, he added, the consolidation of some of the remaining ?big six? publishing houses is inevitable. ?The need to get some kind of grip on the future of book publishing is driving every single one of these top six publishers in often unconventional ways,? Mr. McQuivey said.

A deal between Random House and Penguin would be subject to government approval. Regulators in Europe have demanded significant divestitures as a condition for approval of another recent cultural acquisition, the purchase of EMI by the French media company Vivendi. In the United States, Mr. McQuivey said, regulators could take other factors into account.

?They?re facing a much bigger threat in Amazon than considering it might restrain competition,? Mr. McQuivey said of the potential merger.

Although financial details remain preliminary, Bertelsmann is expected to have an ownership stake of more than 50 percent in Penguin, according to a person briefed on the talks, who was not authorized to discuss the conversations publicly.

In 1998 Bertelsmann paid more than $1 billion to acquire Random House, which now includes 200 editorially independent imprints that publish around 10,000 books a year. In 2011 the publishing house reported revenue of $2.26 billion, a 4.6 percent decline from a year earlier. In the first half of 2012 Random House reported a 64 percent increase in operating profit, largely because of the success of the ?Fifty Shades of Grey? trilogy.

Penguin, which publishes about 4,000 books annually, had $1.61 billion in revenue in 2011, a 4 percent decrease from the previous year. Revenue from e-books accounted for 12 percent of Penguin?s global revenues in 2011, up from 6 percent in 2010, according to Pearson.

For Pearson, based in London, unloading part of its struggling publishing business at a premium could help it focus on its faster growing education business. Earlier this month, Pearson?s longtime chief executive, Marjorie Scardino, said she planned to step down at the end of the year, prompting speculation that the company would eventually sell its publishing units, Penguin and The Financial Times.

A Bertelsmann spokeswoman, Susanne Erdl, declined to comment. In a statement Pearson confirmed the talks, adding that ?the two companies have not reached agreement and there is no certainty the discussions will lead to a transaction.?

Analysts said Thomas Rabe, the chief executive of Bertelsmann, based in G?ttersloh, Germany, is under pressure to make a deal because some of the company?s existing businesses are slowing, with no clear plans for growth in the digital era. Mr. Rabe took over about a year ago from Hartmut Ostrowski, who was seen as more of a caretaker, and immediately announced plans to transform Bertelsmann.

Among other things, he changed the company?s legal structure to permit a possible initial public offering of stock, which could raise funds for an acquisition. Buying Penguin would be a big move, though not necessarily the most forward-looking one, given that book publishing, over all, is stagnant or in decline.

?If you?re Bertelsmann, would you want to invest in such a slow-growth business?? asked Ian Whittaker, an analyst at Liberum Capital.

Romney Gains Ground in Latest Polls of Swing States; Maintains Lead Nationally

Gov. Mitt Romney continues to poll highly in crucial swing states with less than two weeks to go until Election Day. New polls show him in the lead in Virginia and Florida, as well as nationally. It's not all bad news for President Barack Obama, as he maintained leads in Ohio and Nevada.

Virginia

The latest Rasmussen poll of Virginia shows Romney still in the lead. The survey of 750 likely voters preferred Romney by two points, 50-48 percent. The margin of error was 4 percent. Romney has won all but two polls of Virginia this month, and leads by an average of 1.4 percent.

Ohio

In a new poll of Ohio by Time, the president's lead was up to 5 points over Romney, 49-44 percent. The poll surveyed 783 likely voters with a 3 percent margin of error. Obama has been steadily ahead in Ohio for much of October, losing only once to Romney all month. The two campaigns are fighting hard for Ohio's 18 electoral votes, as both sides believe the winner of Ohio will ultimately win the Electoral College vote.

Nevada

A new Public Policy Polling survey of Nevada again shows Obama with the advantage, 51-47 percent, matching his largest lead so far in October. The poll surveyed 636 likely voters with a 3.9 percent margin of error. Depending on what happens in the east on Election Night, Nevada's six electoral votes could be the ones that officially determine the winner of the election.

Florida

Romney still has the upper hand in Florida, but by the slimmest of margins. A new Gravis Marketing poll of 1,182 likely voters gave Romney the edge, 50-49 percent, with a 2.8 percent margin of error. After trailing in Florida almost the entire summer, Romney has flipped the state into his column, winning all but three polls of Florida in October.

National Polls

Romney continues to lead in the two major tracking polls, and by the same margin in both. For the first time this election cycle, both Gallup and Rasmussen have identical results, with Romney ahead of Obama 50-47 percent. And in a snapshot poll conducted by the Associated Press, Romney led Obama by two points, 47-45 percent, with a 4.2 percent margin of error. Starting tomorrow, Rasmussen's survey window will consist solely of interviews done after the last presidential debate. Gallup's window will not be completely past the debate until next Tuesday. Since the final debate, Obama has cut Romney's lead in the Gallup poll from seven points to three, while Romney has increased by a point in the Rasmussen poll.

Hundreds turn out for hospital merger deliberations in Brunswick ...

BRUNSWICK, Maine ? Having two choices about where to receive health care squared off at an all-day hearing Wednesday against the notion that two hospitals is one more than the Brunswick area can support.

Hundreds of people turned out to tell the Department of Health and Human Services? Office of Licensing and Regulatory Services why they support or oppose a merger between Parkview Adventist Medical Center in Brunswick and Central Maine Healthcare in Lewiston. Many of those opposed to that plan said they favor instead a merger between Parkview and nearby Mid Coast Hospital, which is seeking to block CMHC?s certificate of need application so it can try to take over Parkview and create a single hospital in Brunswick.

The certificate of need application is the mechanism the state uses to consider major changes or investments in the state?s health care system.

The hearing Wednesday at the Knights of Columbus Hall in Brunswick attracted a capacity crowd, many of whom wore stickers or held signs in support of either Parkview or Mid Coast Hospital. For the most part, members of the public echoed talking points voiced by officials from the hospitals.

Chuck Gill, vice president of public affairs for CMHC, said he hoped the event would bring clarity to what he said is a confusing and complex issue.

?We?re going to talk a lot today about why hospitals are joining larger systems throughout the country,? said Gill. ?Anyone involved in health care understands that this system is getting more and more and more complex. Standalone hospitals are really becoming outliers.?

Mike Ortel, chairman of the Parkview board, said the hospital has wanted to join with CMHC for more than a decade and has rejected repeated queries about joining with Mid Coast.

?Control of Parkview has never been out to bid,? said Ortel. ?We have told Mid Coast ?no? multiple times over the past 30 years because of who we are and what we stand for. Our future looks good and we have no desire to go away.?

Shirley Savage of Bath said she fears the loss of Parkview?s faith-based mission, though Parkview would lose its affiliation with the Adventist Church in a merger with either CMHC or Mid Coast.

?I choose to go to a hospital that treats my mind, my body and most of all my spirit,? she said. ?Without my spirit, it doesn?t matter what equipment you have or what treatment I get. I will not heal because my spiritual needs aren?t met.?

Others said a merger between Parkview and Mid Coast is what?s best for the community because it would save health care costs in the area ? which Mid Coast estimates would be about $24 million a year, a figure that Parkview and CMHC contest ? by eliminating redundancies in staffing and equipment. One speaker referred to CMHC?s proposal as a ?perpetuation of a $24 million-a-year forced tax.?

Ralph Perry, who said he has been involved in fundraising for both hospitals, said he opposes CMHC?s application.

?Mid Coast is truly a community hospital for this area,? said Perry. ?In 2012, this community faces changes that will definitely affect the future of health care for all of us. It is imperative that we work together.?

Several businesses also weighed in, including nearby Bath Iron Works, one of the state?s largest employers. Chris McCarthy, BIW?s director of integrated health services, said health care costs create a competitive disadvantage. He said Parkview merging with Mid Coast Hospital would save money for community members and BIW by reducing the number of hospital beds in the area.

?The bottom line is that those beds have to be paid for,? said McCarthy. ?It?s not the providers who pay for that and not the insurance companies who pay for that. We?re paying for it.?

McCarthy said Maine?s health care costs are much higher than in most other states, most notably Mississippi, the home of BIW?s primary competitor, Ingalls Shipbuilding.

?We spend about $100 million a year in health care,? he said. ?Most of that is spent in the Brunswick Health Service area. This is big dollars for us as we compete against somebody who spends an awful lot less. We at BIW would like the providers in the community to put aside their differences and get together to figure out how to come up with a solution that is going to solve our problem.?

The certificate of need approval process, which will culminate in a decision by DHHS Commissioner Mary Mayhew, is expected to take several more weeks. Written comments will be accepted until 5 p.m Nov. 26 and can be mailed to DHHS, Division of Licensing and Regulatory Services Health Care Oversight Unit, Station House 11, 41 Anthony Avenue, Augusta 04333-0011.
